Police officer felt he needed to be over abusive towards a 5ft 1 female slinging her around. Ripping her right arm to hell punchering 3 hills in her left are. Knocking a large bruies on her back and kneck . saying she's a low life and belongs in the river. I have picks of the damage the officer did. Hand cuffs don't rip your skin from you wrist to your elbow. I have pick you you want to see them.
Have a stolen phone case.....guy took his own picture with it....nothing done....officer Payne was rude.
When I need help they are always there.
When I have a Question they stop and answer any questions I have.
